Ruling 238
If a person deems it probable that there is dirt or something else in his eyebrows or in the corners of his eyes or lips which would prevent water from reaching those areas, in the event that his deeming this probable would be considered by people to be reasonable, he must examine this before performing wuḍūʾ, and if there really is such an obstacle, he must remove it.
