It is presently common in villages to wash the dead at home, and at times the dead person has no executor (of a will) and has minor children. So what is your opinion concerning such situations?

The performance of acts generally necessary for the funeral, including its ghusl, shrouding and burial, does not depend upon the permission of the minor’s guardian, and the presence of minor children among the heirs is no problem.
