Some people who live in residential complexes refuse to pay their share of the expense of keeping a watchman and other services including cold and hot water, air conditioning, and so forth. Are prayers, fasting and other acts of worship of such people, who put the financial burden of the mentioned services on the shoulders of their unwilling neighbours, invalid from the viewpoint of Islamic law?

According to Islamic law, each person is liable for paying the expenses of the common facilities as much as he uses. And if he wants not to pay the cost of water, his wuḍū’ and ghusl are invalid.
