There is an endowed place where a masjid, a school for Islamic studies, and a library are built and all of them are currently operational. This place is a part of the map of the places that are to be demolished by the municipality. How could we cooperate with the municipality for the destruction of these places and obtain clearance from them to build better places?

If the municipality demolishes them and compensates for them, there is no objection to it. However, the very demolishing of an endowed masjid or school is not permissible unless there is a more significant interest that could not be overlooked.
