Can one pray behind a person who has the ability to enjoin the good and forbid evil but does not?

Answer #559:

The mere abstention from enjoining people to do good and forbidding them from evil, which in itself could be due to some reasons acceptable for the person who has this duty to perform, neither becomes a cause for invalidating the person’s justice nor does it become an obstacle for others to perform prayer behind that person.
