We require a big budget in order to undertake development projects, and it is difficult to pay the entire cost all at once. Therefore, we have established a development fund and make monthly deposits in this fund. After collecting the capital, we spend it on these projects. Is khums applicable to this saved amount?

Answer #942:

If the money paid by each person is obtained from his yearly earnings and remains in his ownership until it is spent for the projects, then he is liable to pay its khums.
